Beauregard Parish consistent in state accountability program with “B” ranking

The State Department of Education released the 2019 District Performance Scores

(DPS) and School Performance Scores (SPS) for K-12 schools showing Beauregard Parish

has maintained a letter grade of “B” and 82.8 total points.

“The State Department of Education has transitioned to a new accountability

formulation with stringent requirements for schools and districts which make it even more

challenging to meet standards,” said Timothy Cooley, Superintendent of Beauregard Parish

Schools. “We are pleased that Beauregard Parish has maintained letter grade of ‘B’ for the

second year of the new scoring formula.”

Under the LEAP 2025 formula for the 2019 assessments, one school earned an “A,”

five schools earned a “B,” and seven schools earned a “C.” No schools received a “D” or “F”

letter grade.

The Louisiana Department of Education (LDOE) assesses students annually in the

Louisiana Believes accountability program for grades 3-12. The spring 2019 assessments

mark the second year that scores are being reported under the LEAP 2025 program

designed to measure progress and growth toward higher standards for every student.

The LEAP 2025 program, which meets the requirements of the federal “Every

Students Succeeds Act” (ESSA), includes an eight year transition toward new benchmarks

and is intended to move all students toward scoring “Mastery” or “Advanced” on all

accountability testing.

Schools and districts receive “Progress” points on their Performance Scores in

relation to the extent students meet their individual growth targets.

Five schools earned an “A” in their Progress scores: Carver Elementary, DeRidder

High School, East Beauregard Elementary, K.R. Hanchey Elementary, and Pine Wood

Elementary, and the remaining seven schools earned a “B” for Progress. Four schools were

named “Top Gains” schools: Carver Elementary, DeRidder High School, K.R. Hanchey

Elementary, and East Beauregard Elementary.

Scores are also reported for eleven result categories used to determine the overall

scores. They include K8 and HS Academic Assessment with an increase of .7 for 66.1

points; K8 and HS Progress with an increase of .3 for 86.2 points; K8 Assessment Index

with an increase of .4 for 66.3 points; K8 Progress Index with a decrease of 1 for 84.2

points; Drop Out Credit Accumulation Index with an increase of .5 for 146.2 points; HS

Assessment Index with an increase of 1.8 for 65.1 points; HS Progress Index with an

increase of 2.6 for 93.1 points; ACT Index with a decrease of 3.1 for 73.2 points; Strength of

Diploma Index with a decrease of 1.2 for 102 points; Cohort Graduation Rate Index with a

decrease of 6 for 117.5 points; and Cohort Graduation Rate Actual with a decrease of 1.2 for

93.5 points.

“The result categories show an increase in six areas including the Academic

Assessment and Progress categories,” said Cooley.” “In addition, our district has a letter

grade of ‘A’ for both our Graduation Rate and our Strength of Diploma, and our Graduation

Rate of 93.5 percent is among the top in the state and has been above 90 percent for six

consecutive years.”

“We are also proud that our military-affiliated sub-group scored an ‘A’ at each

school reporting that category,” he said.

Under the 150 point scale being used for the 2019 assessments, districts and school

scores designate the following: 90-150=A; 75-89.9=B; 60-74.9=C; 50-59.9=D; and 0-49.9=F.

School scores and letter grades reported under the 2019 new formula include:

Carver Elementary,70.3-C; DeRidder High School 88.7 - B; DeRidder Junior High School,

74.1 - C; East Beauregard Elementary,80.3 - B; East Beauregard High School, 89.3 - B; K.R.

Hanchey Elementary, 70.3 - C; Merryville High School, 83.9 - B; Pine Wood Elementary,

71.7 - C; Singer High School, 70.8 - C; South Beauregard Elementary, 71.7 -C; South

Beauregard Upper Elementary, 75.9 - B; and South Beauregard High School, 93 - A.

In the LEAP 2025 program, all elementary schools are evaluated on 75% assessment

performance and a 25% student progress. If an elementary school does not have a tested

grade, then that school shares the School Performance Score (SPS) of the closest related

school in the district with a tested grade. In Beauregard Parish, K.R. Hanchey Elementary

shares an SPS with Carver Elementary.

All middle schools are evaluated on 70% assessment performance, 25% student

progress, and 5% credit accumulation in 9

th

grade. DeRidder Junior High School is the only

school classified as a middle school by the LDOE in Beauregard Parish.

All high schools are evaluated based on 25% assessment performance and

progress, 25% ACT/WorkKeys, 25% strength of diploma, and 25% cohort graduation rate.

DeRidder High School is the only school in Beauregard Parish classified as a high school by

the LDOE.

Schools with students in both K-8 and 9-12 grades (combination schools) will

receive a school performance score based on both the K-8 and 9-12 formulas and weighted

by students included in the formula.

“We are proud of our students, teachers, and schools for our district and school

performance scores this year,” concluded Cooley. “As the state applies more stringent

requirements to maintain or earn higher scores, the fact that our schools are making

improvements in growth and progress is significant, and we will continue to make

concerted efforts to provide our schools with the resources they need to succeed.”
